About Celeste

Celeste McFadden is a multifaceted educator with over 16 years of healthcare management experience, with 2 years managing the revenue cycle process and 4 years as a manager for a federally qualified healthcare center. She has earned an Associate’s Degree in Interdisciplinary Studies: Teacher Education Preparation and Liberal Arts and Sciences. McFadden is working towards a Bachelor’s of Science degree in Health Administration from California Coast University with anticipated completion in the 2023-2024 academic year.

She is a servant leader dedicated to quality care and education, with a strong background in fostering positive and inclusive work environments. She has extensive management experience in Patient Access at St. Joseph’s Medical Center and served as the Center Manager at Golden Valley Health Center, a Federally Qualified Health Care facility. Her roles have allowed her to utilize her management and analysis skills, finding creative and efficient solutions in fast-paced settings.

Being flexible and leading with empathy and compassion is natural for McFadden, a wife of over 14 years with 6 children and 2 grandchildren. Also known as The First Lady of Stockton, her husband is the City’s Chief of Police, she is a known leader in the community supporting the work to ensure the children and youth of Stockton thrive and are afforded opportunities for education, support, and guidance as they navigate the world into adulthood while being contributing members to society.

She currently serves as a facilitator and educator of the Parent Project®, a nationwide parenting program with self-referrals and the largest court-mandated juvenile diversion program in the country. The program is designed to educate, support, and strengthen families, providing intervention resources as needed. In addition, she volunteers at the City of Stockton Animal Shelter, is an active Board Director for The Children’s Home of Stockton, is a dedicated member of the Discovery Challenge Academy Foundation and the San Joaquin County Family Justice Center Foundation.

When she is not serving the community or spending time with her family, Celeste enjoys using her free time for creativity by crafting, relaxing with a book, and expanding her horizons through traveling.
